(Friday, September 11, 1998; during the Clinton–Lewinsky scandal) — In a scathing report released today, the Whitewater independent counsel built a case for impeachment of U.S. President Bill Clinton on an avalanche of salacious details of an affair with Monica S. Lewinsky and the Nixon-era concept of abuse of Presidential power in using aides to cover up the relationship.

In the report, which the House of Representatives published to the world, the counsel, Kenneth W. Starr, said the President violated his oath of office with repeated acts of perjury and obstruction of justice. He also described in intimate detail Lewinsky’s account of her many meetings with the President, including 10 sexual encounters.
