(Thursday, January 18, 2001, 8:00 p.m. EST) — Two days before his term of office expired, U.S. President Bill Clinton said goodbye to the nation tonight, using his final televised address to look back at his administration’s accomplishments and warn the incoming president against retrenching from the world or squandering the country’s economic prosperity.

Clinton wished President-elect George W. Bush well. But he also bluntly repeated the policy differences he has with his successor, the ones that he hammered away at during Bush’s hard-fought presidential campaign against his vice president, Al Gore.

Clinton was ineligible to run for a third term because of the term limits established by the 22nd Amendment to the U.S. Constitution.
