(Wednesday, March 29, 1961, 12:14 p.m. CST) — The Twenty-third Amendment to the United States Constitution, which extended the right to vote in presidential elections to citizens residing in the District of Columbia, was ratified today when Kansas became the 38th state to approve the measure.
The amendment granted the district three electors in the Electoral College, starting with the 1964 election.
