In his inaugural address, Nixon promised to substitute stern self-reliance for the government’s “condescending policies of paternalism” at home and abroad, declaring that “America was not built by government, but by the people — not by welfare, but by work –not by shirking responsibility, but by seeking responsibility.”

Later, during Nixon’s triumphant ride down Pennsylvania Avenue to the White House at the head of the inaugural parade, about 100 jeering Vietnam War protesters massed at an intersection a block away from the Treasury building and tossed apples, oranges, and other debris in the direction of the president’s limousine. The president and Mrs. Nixon were not hit.
