(Saturday, April 3, 1948, 12:00 p.m. EST; during the Cold War) — President Harry S. Truman today signed the Foreign Assistance Act of 1948, better known as the Marshall Plan, designed to help rebuild Western European economies after the end of World War II and prevent the spread of Communism.

“This measure,” Truman said during a signing ceremony at the White House, “is America’s answer to the challenge facing the free world.”
