(Saturday, August 20, 1921, 11:30 a.m. RMT; during the Russian famine of 1921–1922) — An agreement between the the United States and Soviet Russia providing for American relief for the famine stricken districts of Russia was signed this morning at the office of Latvia Prime Minister Zigfrids Meierovics in Riga, Latvia.

Maxim Litvinov, Foreign Minister of the Soviet Union, signed the first agreement between the Soviets and the United States, which was represented by Walter Lloyd Brown of the American Relief Administration, after agreeing to the terms of the A.R.A. for humanitarian aid to relieve of the Russian famine.
